Request for Proposal

The Coosa Valley Regional Development Center is issuing a "Request for Proposal" (RFP) to provide Welfare-to-Work and Youth Services for area residents who are eligible under the provisions of Welfare-to-Work (WtW) and Workforce Investment Act (WIA) funding. Services are to be provided for the following Northwest Georgia counties: Bartow, Catoosa, Chattooga, Dade, Fannin, Floyd, Gilmer, Gordon, Haralson, Murray, Pickens, Paulding, Polk, Walker, and Whitfield.

The Coosa Valley/North Georgia Council of Chief Elected Officials has selected the Coosa Valley Regional Development Center as the Grant Recipient for Welfare-to-Work and Workforce Investment funding. However, the development of the Workforce Investment System is in preliminary stages. These bid requests represent very generalized requirements which may, by necessity, be modified as the System is defined by the Youth Council and the Workforce Investment Board.

Approximately $750,000 is available in WtW funds to serve an estimated 150 individuals. An estimated $550,000 is available in Workforce Investment Act (WIA) funds to serve 150 - 200 youth (age 14 and above). Selected contracts may be negotiated on a cost reimbursement basis for governmental and private non-profit organizations and fixed unit performance based for for-profit organizations.

A Bidder's Conference will be held on April 4, 2000 at 10:00 a.m. for Welfare-to-Work and 1:30 p.m. for Youth Programs in the Conference Room of the Coosa Valley Regional Development Center, #1 Jackson Hill Drive, Rome, Georgia. Technical assistance in the proposal process will be provided only at the Bidder's Conferences. A copy of each question/answer from the Bidder's Conference will be available upon written request.

RFPs will not be available until April 4, 2000. The RFP(s) may be picked up at the Bidder's Conference or you will receive the RFP(s) in which you have previously indicated on the Bidder's List, WtW and/or Youth Services, by mail. To obtain proposal formats, all others may either write: JTPA Section, Coosa Valley Regional Development Center, P.O. Box 1793, Rome, Georgia 30162-1793; FAX requests to the JTPA Section at (706) 802-5567; or obtain at www.careerdepot.org. All proposal format written requests, including FAXs, should be received by April 14, 2000 to allow for processing. Requests for proposal formats by telephone (except FAX) will not be accepted.

Deadline to submit a proposal is 4:30 p.m., Tuesday, April 25, 2000. Local educational agencies, community-based organizations, small, minority and/or women's businesses are encouraged to apply. The Coosa Valley Regional Development reserves the right to reject any and all proposals. Funding is contingent upon the availability of federal funds.
